To further the mandate of the Bureau of Environmental Protection, the Bureau of Municipal Facilities was established in 1989 under the departmnet's deputy commissioner for municipal assistance to administer grants to municipalities for water supply and water pollution projects previously administered by the Division Water Pollution Control and the Division of Water Supply. This series consists of state grant program specifications approved by the bureau (and prior to its establishment by the divisions cited above) as the basis upon which contractors bid for the award of the construction project.
